Dr. Baige Zhao has great influence in the pharmaceutical technology industry. Famous American liberal economist, born August 14, 1940, Arthur B. Laffer obtained his Ph.D. in Economics from Stanford University in 1972.
His fame goes back to the mid-1970s, when he demonstrates that "too much tax kills the tax" with the now famous Laffer curve. In the late '70s, Mr. Laffer is the first economist to advance the possibility of applying this finding to the US tax system. The Laffer curve has influenced a global tax reduction movement since the 1980s.
From 1967 to 1976, Mr. Laffer was a member of the Faculty of Economics at the University of Chicago Graduate School of Business and Associate Professor, from 1970 to 1976. From 1970 to 1972, he was the first to hold the title of Chief Economist at the Office of Management and Budget. From 1972 to 1977, Arthur B. Laffer was a consultant to Treasury Secretary William Simon, Defense Secretary Don Rumsfeld and Secretary of the Treasury George Shultz. Mr. Laffer was a senior adviser to the Reagan Administration (1981-1989). More recently, Dr. Laffer advised Donald Trump on his campaign for the presidency of the United States in 2016.
Dr. Laffer is the author of several books, including The End of Prosperity, How Higher Taxes Will Doom the Economy, If We Let It Happen, published in 2008, and nominated for the FA Hayek Book Award in 2009. From 2004 -2006 she held the position of an Energy and Environmental Protection Advisor to Serbian Deputy Prime Minister, and then she took up the position of energy efficiency advisor to the general manager of the Belgrade Nikola Tesla airport where she stayed until 2007 .
Until 2010 she was Energy Advisor to Republika Srpska Prime Minister Milorad Dodik.
Ms. Mihajlovic sat on the Board of Directors of public company EPS (2004-07) and was editor in chief of the monthly magazine “EU Market” (2007-08). Since 2008, she has been employed at Megatrend University. In October 2011 she was appointed Deputy Dean of Science of that University. She taught Energy related subjects, such as Economy of Natural Resources and Economy of Energy and Energy Security.
She has authored or co-authored four books focusing on energy and sustainable development and has participated in a number of local and international projects and conferences. Furthermore, she has written and published more than two hundred scientific and research papers devoted to problems and potential of the Serbian energy sector, in comparison to the region and EU countries, and with the purpose of achieving the sustainable development.
Ms. Mihajlovic is the founder of NGO “Women’s Government,” member of the NGO European Movement in Serbia, memeber of the organization East West Bridge and of the editorial staff of magazine Eko Srbija. She received the certificate of the specialist seminar Methodology of Contemporary Corruption (Canadian Development Agency and Management Center).
In 2009, she joined the Serbian Progressive Party (SNS) and currently chairs the party Energy and Mining Council. Until October 2012, she was a member of the party Presidency, when she was elected SNS deputy leader at the Party Assmebly
Ms. Mihajlovic was an MP in the Serbian Parliament from May till July 2012, when she was sworn in as Minister of Energy, Development and Environmental Protection of the Republic of Serbia.
In August 2012 she was appointed Govoernor of Serbia in the European Bank of Reconstruction and Development (EBRD).
She is a member of the management board of Civil Aviation Directorate, member of the management board of the Development Fund of Republic of Serbia, president of the board of the ''Foundation 5+“ and representative of the Republic of Serbia in the Shareholders’ Assembly of NIS a.d. Novi Sad.
Jürgen Gerke serves as CEO and chairman of the board of management at Allianz Capital Partners since 2015. Jürgen oversees the Renewables investment business, Legal and Compliance as well as Communications.
Prior to becoming CEO he was CFO at Allianz Worldwide Partners from 2013 to 2014, and CFO of Allianz France from 2007 to 2013. Jürgen has among others held roles in Dresdner Bank, Euler Hermes and the European Commission.

Richard Murphy was appointed as Professor of Practice in International Political Economy at City University in September 2015. Richard is a UK chartered accountant and political economist whose main areas of research relate to taxation and its impact on local, national and international economies and the relationships within and between them.
Richard was a practicing chartered accountant and corporate director for more than 20 years before becoming one of the co-founders of the Tax Justice Network. He combines his current role with directorships of Tax Research UK and the Fair Tax Mark.

Richard’s work has been widely used by politicians and regulators. He was the creator of the country-by-country reporting concept that became one of the OECD’s recommended bases for reporting the taxable income of multinational corporations in 2014 in an attempt to beat profit shifting and tax avoidance by those companies.
In the summer of 2015 Richard was widely credited with being the author of ‘Corbynomics’, which was the economic programme on the basis of which Jeremy Corbyn became leader of the UK Labour Party. He is, however, not a member of any political party.
Pierre Moscovici is the Commissioner for Economic and Financial Affairs, Taxation and Customs. Before his designation, he served in the European Parliament and in the French National Assembly, mainly working on economic issues. He has been Minister for European Affairs (1997-2002) and Minister for the Economy and Finance (2012-2014) in France. As Commissioner, he is in charge of the application of the Stability and Growth Pact, as well as ensuring the economic soundness of Commission proposals and deepening the Economic and Monetary Union to create the conditions for jobs, growth and investment, and encouraging further structural reforms. On taxation matters, Commissioner Moscovici is responsible for developing a value added tax system at EU level, improving the functioning of the internal market in both direct and indirect taxation and fighting tax fraud and tax evasion. His responsibilities also include the development and management of an efficient EU customs union.
Graduate of the Ecole nationale d’administration (French National School of Administration) (the Léon Gambetta class), Catherine Guillouard began her career at the Ministry of Economy in the French Treasury. In 1997, she joined Air France where she was notably Senior Vice-President of Flight Operations, Senior Vice-President of Human Resources and Change management and Senior Vice-President of Finance for the Group. In 2007, Ms. Guillouard joined Eutelsat Communications as Chief Financial Officer and Member of the Group’s Executive Committee. She left this position in 2013 to join Rexel Group as Chief Financial Officer in charge of Finance, Control and Legal Affairs and then Deputy CEO, member of the Executive Board and the Executive Committee. Catherine Guillouard has been a board member at Engie since 2015 and at Airbus since 2016.
On August 2nd, 2017, Ms. Guillouard was appointed Chairwoman and Chief Executive Officer of RATP Group. She is also Vice-President of Systra’s supervisory board, the RATP Group and SNCF joint engineering subsidiary.
Angel Gurría came to the OECD following a distinguished career in public service that included two ministerial posts. As Mexico’s Minister of Foreign Affairs from December 1994 to January 1998, he made dialogue and consensus-building one of the hallmarks of his approach to global issues. From January 1998 to December 2000, he was Mexico’s Minister of Finance and Public Credit. For the first time in a generation, he steered Mexico’s economy through a change of Administration without a recurrence of the financial crises that had previously dogged such changes.
Federico Gutiérrez is a civil engineer from the University of Medellin, with graduate studies in management and political science from the Universidad Pontificia Bolivariana. He is the first Mayor of Medellin ever elected by a civil movement and not by a traditional political party.
In his late twenties, he was elected councilor of Medellin for the period 2004 to 2007, where he held the position of president of the first commission. At the age of 32 he was reelected for the period 2008 to 2011 and he was chosen as president of the City Council. He got around 14 thousand votes; at the time, the highest number of votes obtained by a councilor in the history of Medellin.
In 2009 he was recognized as Outstanding Young Person of the Year in the category of political, legal and government affaris, by the Junior Chamber of Colombia.
After 7 and a half years as a councilor, he ran for Mayor of Medellin in 2011, with the support of a traditional political party. He got more than 120,000 votes. From 2011 to 2014 he did not hold any public position, so he worked as a consultant in Urban Integral Security for the cities of Buenos Aires (Argentina) and Celaya (Mexico).
In 2015, he ran for Mayor again, after constituting the civil movement “Creemos.” This word in Spanish has two senses, it either means We believe or Let’s build, both are the pillars of his mandate. The signatures of around 120 thousand citizens guaranteed his independent movement.
He is very passionate about Medellin, and during his entire life – independently from his political carrer – he has walked the streets of Medellin, talking to the people, working with and for them. His description of his desired city is “secure, equitable and sustainable” and he believes that the way to achieve it is through a governance model based on civic trust.
Mansoor Hamayun is co-founder and Chief Executive Officer of BBOXX, a dynamic young company that designs, manufactures, distributes and finances innovative solar systems to improve access to energy across Africa and the developing world.

From 2008-2010 he was the founder and leader of a student charity, e.quinox, which brought electricity to 6 villages in Rwanda. Following university, Mansoor worked as a manager for Rolls-Royce Civil Aviation business, supporting the introduction of Boeing 787 Dreamliner for LAN airlines, working on corporate cost reduction in the Asian region service and overhaul business.
As CEO, Mansoor leads BBOXX in all aspects of its business – from its engineering lab in London to its factory in China, to distribution from its 32 local shops in Kenya and Rwanda.

Professor Victor Harison holds a PhD in Mathematical Sciences, University of Antananarivo (1995) and a Certificate in Project Management, University of Pittsburgh (1996).
He is currently a commissioner in the Economic Affairs Department of the Commission of the African Union since August 2017. Previously he held the positions of Director General of the National Institute of Accounting and Business Administration (INSCAE) , Antananarivo (1997 - 2017) and Director of Studies and Programming, Ministry of Higher Education and Executive Secretary of the "Human Resources Development" project, administered by the World Bank, Antananarivo (1993-1997).
In addition, he was Professor of Mathematics, Leadership and Organizational and Project Management. He also conducts research activities such as Thesis Director in Mathematical Sciences and Management Sciences. In addition, he is a member of the Mathematical Society of Madagascar, American Mathematical Society, International Conference of Leaders of French Language Training and Research Institutions (CIDEGEF).

Stéphane Richard, born in 1961, has been Chairman and Chief Executive Officer of Orange since March 1, 2011.
He joined the Orange Group in September 2009 and has successively occupied the positions of Deputy CEO in charge of French Operations, CEO Delegate, and CEO. Between 1992 and 2003, Stéphane Richard was successively deputy to the CFO of Compagnie Générale des Eaux, Chief Executive Officer of Compagnie Immobilière Phénix, and Chairman of CGIS (Compagnie Générale d’Immobilier et de Services), now Nexity. Marianne Laigneau was appointed Senior Executive Vice President Group in charge of the International Division, member of the Executive Committee, in July 2017. She was previously the Group Senior Executive Vice President Group in charge of Human Resources from December 2010 to July 2017 and Managing Director to the Human Resources from January 2010 to November 2010. She was also Corporate Secretary and Senior Executive Vice President from June 2007 to December 2009, having been General Counsel from joining the EDF Group in January 2005. Gérard Mestrallet is a graduate of the French engineering school, École Polytechnique, and of École Nationale d’Administration. Having held various positions at the Treasury Department and on the staff of the Minister of Economy and Finance (Jacques Delors), Gérard Mestrallet joined Compagnie Financière de SUEZ in 1984. In 1986 he was appointed Senior Executive Vice-President in charge of industrial affairs. In 1991 he was named Chairman of the Management Committee of Société Générale de Belgique. In 1995, he became Chairman and Chief Executive Officer of Compagnie de SUEZ. Gérard Mestrallet was appointed Chairman and Chief Executive Officer of GDF SUEZ (now ENGIE) when SUEZ merged with Gaz de France on July 2008. Since May 3 2016, he is Chairman of the Board of ENGIE and Chairman of the Board of SUEZ.
Alain Papiasse began his career in 1973 at Crédit Lyonnais. He held various positions there, including Credit Analyst and Deputy Senior Banker, before being appointed Crédit Lyonnais Executive Vice President for the Americas in 1996. In 2002, Alain Papiasse was appointed Vice President of Crédit Lyonnais and in 2003, Vice President of Crédit Agricole Indosuez Calyon following the merger between Crédit Lyonnais and Crédit Agricole. In January 2005, he joined BNP Paribas as Head of Investment Solutions, the Group’s division responsible for administering customers’ savings programmes and providing asset management. In 2005, Alain Papiasse became a member of the BNP Paribas Group Executive Committee and, in April 2009, was appointed Head of the Corporate and Investment Banking division (CIB). Later in 2009, following the merger with Fortis, Alain Papiasse took a seat on the Board of Directors of BNP Paribas Fortis. Gabriela Ramos is the OECD Chief of Staff and Sherpa to the G20. Besides supporting the Strategic Agenda of the Secretary General, she is responsible for the contributions of the Organisation to the global agenda, including the G20 and the G7. She leads the Inclusive Growth Initiative and the New Approaches to Economic Challenges and also oversees the work on Education, Employment and Social Affairs (including gender).
Previously, she served as Head of the OECD Office in Mexico and Latin America, co-ordinating several reports on Mexico to advance the health and education reform. She developed the OECD’s Mexico Forum and edited and launched the “Getting it Right” flagship publication series.
Prior to joining the OECD, Ms Ramos held several positions in the Mexican Government, including Director of Economic Affairs (and OECD issues) in the Ministry of Foreign Affairs and Technical Secretary at the Office of the Minister for the Budget. She has also held several positions as Professor of International Economy at the Universidad Iberoamericana and at the Instituto Tecnológico Autónomo de México. Ms Ramos holds an MA in Public Policy from Harvard University, and was a Fulbright and Ford MacArthur fellow. She was decorated with the Ordre du Merit by the President of France, François Hollande, in 2013.
Gil Rémillard holds degrees in Philosophy (1965), Politics and Economics (1968) and has a doctoral degree in Law (1972). He has worked in the fields of teaching, private law and politics.
Upon returning from Europe in 1973, where he completed his Ph.D., Mr. Rémillard began teaching constitutional and administrative law at Laval University’s Faculty of Law and practiced law at the Chouinard, Rémillard, Bussière & Robinson law firm. During this time, he also acted as advisor to the Québec and Ottawa governments on reforming administrative bodies. In 1983, he became a special constitutional advisor to the Prime Minister of Canada and an advisor to the United Nations Canadian delegation in New York. He has appeared before all levels of the Canadian court system, including the Supreme Court of Canada. From 1981 to 1985, he chaired the Québec Constitutional Conferences, which numbered Prime Ministers Trudeau and Mulroney, as well as Javier Pérez de Cuéllar (former Secretary-General of the United Nations).
On December 2, 1985, Mr. Rémillard was elected as the member for the Québec City riding of Jean-Talon; 10 days later, he was sworn in as a Member of Premier Robert Bourassa’s Liberal government. Within that government, he held several positions, being successively Minister of Intergovernmental Affairs, Minister of International Relations, Minister of Public Security, and Minister of Justice. As Québec’s Minister of Justice for nearly six years, Mr. Rémillard was responsible for the implementation of the new Civil Code of Québec, which came into effect January 1, 1994. In 1990, he presided over the creation of the Human Rights Tribunal of Québec and, in 1992, convened a major Justice Summit, which resulted in the creation of the Prix de la justice Award that, each year, recognizes the outstanding achievements of individuals who have worked to ensure and promote the quality, universality and accessibility of justice.
As Minister of Intergovernmental Affairs, Mr. Rémillard headed the negotiations which led to the Meech Lake and Charlottetown Accords, in 1987 and 1992 respectively. While not officially part of the Canadian Constitution, these two agreements had a considerable impact on Canadian federalism, primarily because the Parliament of Canada recognized the “Quebec nation” and the Supreme Court of Canada acknowledged the principles of cooperative federalism.
In January 1994, Mr. Rémillard left the political arena. Starting on February 1, 1994 and for the next 22 years, he taught at the École Nationale d’Administration Publique (ÉNAP), where he lectured on administrative and international law and gave a course on the principles and issues involved in public administration (February 1994 – April 2016). He also served as counsel to the law firm Dentons Canada LLP. In 1995, along with his wife Marie DuPont and his son Nicholas Rémillard, he founded the International Economic Forum of the Americas which annually presents the Conference of Montreal in June, the Toronto Global Forum in September and the World Strategic Forum in April in Miami. These forums are intended to promote understanding of the major issues involved in economic globalization.
From 1996 to 2002, Mr. Rémillard was an advisor to the governments of the Czech Republic, Romania and Bulgaria concerning the reform of their Civil Codes, as part of the preparation for their entry into the European Union.
From 2008 to 2012, he acted as a negotiator for the Québec Government and Secretary General of the Québec-France Mutual Recognition Agreement that establishes equivalency of professional qualifications for many trades and professions on both sides of the Atlantic.
Mr. Rémillard is the President and publisher of the economic magazine FORCES. He is also the author of several books and articles, among them Le fédéralisme canadien, Volumes I and II, and has edited a number of collections, including Global Economy: The Foundation for the Next Era of Growth, published in 2014.
In 1992, he was made Doctor Honoris Causa by the Faculty of Law and Political Science of Aix-Marseille University, France. In 1994, he was awarded the Mérite du Barreau by the Québec Bar for his assistance in creating the new Civil Code of Québec. In 2001, he was appointed to the Order of Canada and, in 2002, was awarded the Queen’s Golden Jubilee Medal by Her Majesty Queen Elizabeth II. In 2004, he received the Ordre national du Québec and, that same year, was made a Knight of France’s Légion d’honneur by French President Jacques Chirac. In May 2007, he was granted the honorary title of Advocatus Emeritus by the Québec Bar. In 2013, he was awarded the Queen’s Diamond Jubilee Medal and the France-Canada Institute’s Samuel de Champlain prize. That same year, Ottawa’s Saint Paul University named him Alumnus of the Year and established a fund in his name, and that of his wife, Marie DuPont, to help children with learning disabilities. In January 2014, Mr. Rémillard was elected President of the Légion d’honneur Members’ Association, Montréal chapter. In October 2016, he was made an Officer of France's Légion d'honneur by French Prime Minister Manuel Valls.
A dyslexic himself, Mr. Rémillard devotes his philanthropic efforts to a variety of organizations that help children with learning disabilities. He serves on a number of Boards of Directors, among them that of the Institute for Canadian Citizenship, co-chaired by Adrienne Clarkson, former Governor General of Canada, and John Ralston Saul, that helps welcome new citizens and integrate them into Canadian life.
Nicholas Rémillard, President and Chief Executive Officer, International Economic Forum of the Americas (IEFA), is responsible for the direction and strategy of the IEFA’s four major economic events: the Conference of Montreal, the Toronto Global Forum, the World Strategic Forum and the Conference of Paris.
Since the organisation’s inception over 20 years ago, Nicholas Rémillard has held a variety of management roles, ultimately serving as President and CEO from 2010. His contribution led to the rapid expansion of the organization where he launched the Toronto Global Forum and the Palm Beach Strategic Forum in 2007 and 2011, respectively. The latter event is now held in Miami under its new appellation: the World Strategic Forum. In addition to these North American conferences, the IEFA has announced its shift towards Europe and will be hosting its first edition of the Conference of Paris in December 2017.
Beyond his role at the IEFA, Nicholas Rémillard also serves as Honorary Consul General of Iceland in Montreal and President of RDÉE Canada’s working group, the Economic Corridor of La Francophonie.

Pascal Saint-Amans took on his duties as Director of the Center for Tax Policy and Administration at the OECD on 1 February 2012. Mr. Saint-Amans, a French national, joined the OECD in September 2007 as Head of the International Co-operation and Tax Competition Division in the CTPA. He played a key role in the advancement of the OECD tax transparency agenda in the context of the G20. In October 2009 he was appointed Head of the Global Forum Division, created to service the Global Forum on Transparency and Exchange of Information for Tax Purposes, a programme with the participation of over 100 countries.
Mr. Saint-Amans graduated from the National School of Administration (ENA) in 1996, and was an official in the French Ministry for Finance for nearly a decade. He held various positions within the Treasury, including heading the supervision of the EU work on direct taxes and overseeing legislation and policy on wealth tax and mergers and spin offs. He was also the head of tax treaty negotiations and mutual agreement procedures. In this capacity, he participated in the OECD Working Party No. 1 of the Committee on Fiscal Affairs as the delegate for France before being elected Chair of WP1 in 2005. He was also a member of the UN Group of Experts on International Co-operation in Tax Matters, becoming a “rapporteur” in 2006. Before leaving government service, he was Deputy Director in charge of litigation at the Direction Générale des Impôts.
Mr. Saint-Amans also served as Financial Director of the Energy Regulation Committee between 1999 and 2002 and was responsible for the introduction of new electricity tariffs.
Having earned a degree in history, Mr. Saint-Amans also received a degree from the Institut d’études politiques of Paris.
Philippe Sauquet began his career in 1981 as a civil engineer at the French Ministry of Infrastructure.
He subsequently worked at the French Ministry of the Economy and Finance. He joined chemical company Orkem in 1988 as Vice President, Strategy before being appointed Senior Vice President, Acrylics Sales & Marketing.
He moved to Total in 1990 as Vice President, Anti-Corrosion Paints and was subsequently named Vice President, Chemicals Strategy.
In 1997, Mr. Sauquet transferred to the Gas & Power Division, where he was successively Vice President, Americas; Vice President, International; Senior Vice President, Strategy & Renewables; Senior Vice President, Trading & Marketing, Gas & Power, based in London.
He was appointed President of Gas & Power on July 1, 2012. He also sits on the Group Management Committee.

Jean-Dominique Senard graduated from France’s HEC business school (Hautes Etudes Commerciales). He also holds a Master’s Degree in Law.
He began his career in various financial and operations positions with Total, from 1979 to 1987, and then with Saint-Gobain from 1987 to 1996.
From 1996 to 2001, he was Chief Financial Officer of Pechiney and a member of its Group Executive Council. He was also head of Pechiney’s Primary Aluminum sector until 2004. As a member of Alcan’s Executive Committee, he was in charge of integrating Pechiney and served as Chairman of Pechiney SA.
Jean-Dominique Senard joined Michelin in March 2005 as Chief Financial Officer and a member of the Michelin Group Executive Council.
In May 2007, he was appointed Managing Partner of the Michelin Group.
During the Group’s 2011 Annual Meeting of Shareholders on May 13, 2011, Jean-Dominique Senard was appointed Managing General Partner of the Michelin Group alongside Michel Rollier.

Jean-Michel Severino was born on September 6th 1957 in Abidjan, Ivory Coast.
After graduating from the Ecole Supérieure de Commerce de Paris and the Sorbonne University (bachelor of laws) in 1978, Jean-Michel Severino studied advanced economics. He then entered the Institut d’Etudes Politiques and the Ecole Nationale d’Administration, from which he graduated in 1984. Jean-Michel Severino started his career as Inspector of finances at the French Ministry of economy and finances. In 1988, his interest for development led him to the Cabinet of the Minister of cooperation and development Jacques Pelletier as a technical adviser. In this ministry, he occupied successively the post of Chief of geographic coordination (1990-94) and the post of Director of development (1994-96), where he advised the French government on supporting the democratization processes in Africa, and prepared and managed the devaluation of the CFA franc.
Jean-Michel Severino then joined the World Bank as director for Central Europe (1996-97). He became Vice President for Asia in 1997, shortly before the beginning of the Asian financial crisis, which he managed at the Bank in accompaniment of the IMF programmes. In 2000, Jean-Michel Severino came back shortly at the Ministry of economy and finances as General inspector of finances. He wrote that year a book on globalization with Jean-Louis Bianco, « Un autre monde est possible », at the Jean-Jaurès foundation.
He was nominated director general of the AFD in 2001. His three-year term was renewed in 2004 and 2007. He helped establish the AFD as France’s international development bank, notably by increasing its activity and broadening its mandate to include many other countries as well as to the whole spectrum of global contemporary issues: climate, biodiversity, poverty, conflict, growth...
The AFD is a financial institution at the heart of the French system of official development assistance. The AFD supports the public and private spheres as well as associative networks. Its aim is to implement economic and social projects in more than 60 countries on all continents and in overseas France. Its action for development is guided by the millennium development goals of the United Nations and the imperative of environmental sustainability.
At the same time, he contributed to the High-Level Expert Panel on the System-Wide Coherence of the United Nations in the areas of development, humanitarian assistance and environment, and is part of the Commission on the "White book" on France's foreign and European policy. He left the AFD in April 2010 to join the Inspection Générale des finances at the French Ministry of economy and finances.
In May 2011, he succeeded Patrice Hoppenot as CEO of “Investisseurs et Partenaires” (I&P). This impact investment group provides financial and managerial support for medium-sized companies and microfinance institutions in Africa (mainly Western and Central Africa) – organisations which cannot access bank financing and for whom microcredit is insufficient. Its interventions take the form of equity investments and, in some cases, loans. It is specialized in risk capital with social and environmental impacts.
Jean-Michel Severino is a member of the boards of CFAO, Ecobank International, France Telecom and Danone, which audit committee he chairs. He sat at European Investment Bank's board until January 2011. He chairs the board of Convergences, a major gathering of European stakeholders around social business, private-public sector partnership and Millenium Development Goals, and is a senior fellow of the German Marshall Fund and FERDI. He also chairs the board of the Critical Ecosystem Partnership Fund. He has had over the years important activities in the academic community, NGOs and foundations.
He was elected member of the Academy of Technology in March 2010. He is a Knight of the French "Legion of Honor", Officer of the Order of Merit, and holds many international awards, from Asia and Africa.
Gregory J. Smith Gregory Smith is President and Chief Executive Officer of InstarAGF, and is widely recognized as a pioneer and authority in the infrastructure investment community, bringing more than 20 years of experience in the investment, operation, acquisition, and financing of public and private infrastructure, real estate, power, and utility businesses. Prior to founding the Instar Group of companies, Mr. Smith served as Managing Partner and head of Brookfield Financial’s Global Infrastructure Advisory Group; President of Macquarie Capital Funds Canada Ltd.; Managing Director and Co-Head of RBC Capital Partners–Mezzanine Fund; and Managing Director at Deloitte & Touche Corporate Finance. Mr. Smith is currently the Executive Chairman of Nieuport Aviation Infrastructure Partners, which owns the passenger terminal at Billy Bishop Toronto City Airport and sits on the advisory boards of Lighthouse Equity Partners, a private equity provider, and Avrio Ventures, an agriculture technology fund. Active in the private equity and venture capital sector since 1994, Mr. Smith served for a number of years on the Board of Directors of Canada’s Venture Capital and Private Equity Association, including as Chair and President. He is a Chartered Accountant and a Chartered Business Valuator.

Bernard Spitz is the President of the French Insurance Federation (FFA) which gathers the French Federation of Insurance Companies (FFSA) and the Association of Mutual Insurance Companies (GEMA) since 8 July 2016. Mr Spitz was the chairman of FFSA since 2008. He also chairs the Club des Juristes Commission on Cyber Risks launched in September 2016.
A Board member of MEDEF, the French employer’s organization, Bernard Spitz has chaired International and Europe since July 2013. In charge by MEDEF of the Social Agenda of the B20, the international business leaders and employers summit which coincided with the G20 held under French Presidency at Cannes in 2011, Mr Spitz coordinated the ever first joint declaration of employers and workers represented by the B20 and the L20, the international Unions summit. He remains an active member of the B20 representing France and working on the Task Forces related to employment and the financing of growth.

Robert Tessier has an extensive background as a corporate director and senior executive in both the private and the public sector. Before being appointed Chairman of the Board of CDPQ, he worked with Gaz Métro, first as President and Chief Executive Officer as well as Chairman of the Board. His past positions have included President and Chief Executive Officer of Marine Industries Limited and Alstom Canada. In the public sector, he spent several years as a senior civil servant with the Gouvernement du Québec in such roles as Secretary of the Conseil du trésor, Québec’s Deputy Minister of Energy and Natural Resources and Executive Vice President of the Société générale de financement du Québec.

Serpil Timuray is the Group Chief Commercial Operations and Strategy Officer and a member of the Executive Committee of Vodafone Group.
Prior to this, she was the Regional CEO of AMAP (Africa, Middle East, Asia, Pacific) and a member of the Executive Committee of Vodafone Group during 2014-2016. Timuray joined Vodafone in 2009 as the CEO of Turkey. Previously, she was the CEO of Danone Turkey during 2002-2008. Prior to that, he was editor of the U.S. edition of the Financial Times taking prime editorial responsibility for the FT Group’s ambitious drive into the U.S. market, where the newspaper trebled its sales to almost 150,000. For his work in building the FT’s operations, in print and online, he was named as U.S. Business Journalist of the Year in 2001 by the influential trade journal TJFR.
Mr. Thomson had been editor of the Weekend FT and assistant editor of the Financial Times, orchestrating a successful redesign of the Weekend FT in late 1996 – that edition became the fastest-growing newspaper in the U.K. market during 1997. He also oversaw the evolution of “How to Spend It” magazine into an award-winning monthly. From 1994 to 1996, he was the FT’s foreign news editor in London, leading the paper’s extensive network of correspondents. Mr. Thomson had been a correspondent himself in Tokyo (1989-1994), where he witnessed the rise and fall of the “bubble economy,” and in Beijing (1985-1989), where he reported on the country’s economic and social reforms, and the crushing of the democracy movement in Tiananmen Square.
Mr. Thomson has been a journalist since early 1979, when he joined The Herald in Melbourne, working as a copyboy and a finance and general affairs reporter before becoming the paper’s Sydney correspondent. In 1983, he was hired by the Sydney Morning Herald as a senior feature writer and, two years later, was appointed to a Beijing bureau then shared by the Sydney paper and the Financial Times.
He is the author of The Judges: A Portrait of the Australian Judiciary (Allen & Unwin) and co-author of The Chinese Army (Weldon Owen). He edited a collection of satirical writing titled True Fiction (Penguin Books).

Andrew W. Wyckoff is the Director of the OECD’s Directorate for Science, Technology and Innovation (STI) where he oversees OECD’s work on innovation, business dynamics, science and technology, information and communication technology policy as well as the statistical work associated with each of these areas.
Mr. Wyckoff was previously Head of the Information, Computer and Communications Policy (ICCP) division at the OECD which supports the organisation’s work on information society as well as consumer policy issues. Before heading ICCP, he was the head of STI’s Economic Analysis and Statistics Division which develops methodological guidelines, collects statistics and undertakes empirical analysis in support of science, technology and innovation policy analysis.
His experience prior to the OECD includes being a program manager of the Information, Telecommunications and Commerce program of the US Congressional Office of Technology Assessment (OTA), an economist at the US National Science Foundation (NSF) and a programmer at The Brookings Institution.
